The regular meeting of the Deans of the Academic Health Center was held on Tuesday, February 14 at 2:00 p.m. in 475 ChRC.

The council approved the minutes of January 24, 2006.
Executive Steering Council for Education
Diversity Council Recommendations
In 2004, the AHC Deans Council approved the creation of a Diversity Council to provide guidance and consultation in addressing diversity in the AHC. The Diversity Council has compiled baseline data that can be used to redirect AHC diversity efforts in order to strengthen diversity efforts within the schools. Their recommendations are to link the diversity effort in the schools to the compact and budget allocations; develop an AHC-wide diversity definition to help guide the schools; develop a policy statement that would help address deficiencies in mission statements; and prepare a strategic communication plan.
Frank Cerra would like the Diversity Council to propose plans for implementing their recommendations. Tools need to be developed in order to link outcomes to the compact process and resources. A “best practice” list, with goals to accomplish, applied to each of the schools would be helpful.
Program Approval Process
Proposals for professional practice degree and certificate programs originating from an AHC college or school need to be reviewed and approved by the appropriate department, dean, and the senior vice president for health sciences. Frank Cerra stated this approval process refers to new academic programs, in addition to any program with substantive change. The two exceptions to this process are proposals for traditional academic masters and doctoral degree programs. They are submitted to the Office of the Senior Vice President for Health Sciences for review and then on to the Graduate School for approval. Proposals for programs offered in Rochester or a coordinate campus should be jointly submitted by the campus or UMR to both Senior Vice Presidents Jones and Cerra. John Ziegenhagen is responsible for reviewing, streamlining, and the accountability of this approval process. Board of Regents approval is needed for any program that will appear on a student transcript.
Course Evaluation Policy
Janet Shanedling and Judith Buchanan presented a draft document of the Policy for Health Professional Course, Instructor, and Curriculum Evaluations developed in collaboration with the Associate Deans of Education in the AHC schools. The intent of this document is to provide a consistent AHC-wide policy specific to the health professional schools. Janet Shanedling asked the deans to review the document and take the policy to their faculty and school consultative committees for review and approval. This agenda item will be brought back to the next Deans Council meeting.
Clinical Translational Science (CTS) Award
Mark Paller discussed the CTS grant and the proposed structure of the Institute for Clinical and Translational Research. Mark stressed that the purpose of the initiative is to assist institutions in forging a uniquely transformational academic home for clinical and translational science. There are a number of ways in which the application is innovative; one way is by strengthening the process that the AHC schools use to incorporate promotion and tenure criteria for clinical and translational researchers. Deborah Powell commented that the Institute should provide a 7.12 statement, and form its own P&T committee which would parallel the school’s P&T committee. She felt it was important to have all six AHC schools support this process within the Institute which would strengthen the Institute and the CTS grant.
University Strategic Positioning
Health Professional Workforce Task Force
Barbara Brandt and Louis Ling, co-chairs of the task force, discussed the themes that have emerged from the task force discussions. They are the need to be clear about the vision for health professional education and AHC values; the need to engage in collaborative conversation with care providers and the community to address the workforce needs; the development of education and training programs; and monitoring the outcomes of the health professional education programs.
Knowledge Management Technology Task Force
Debra Olson and Linda Perkowski, co-chairs of the task force, discussed the development of a knowledge management plan for teaching and learning in the AHC. They commented that the task force has been conceptual and has had a challenge in defining knowledge management. The task force identified the need for new strategies for designing, developing and distributing information; collecting, storing, organizing and providing access to information and data; collaborating, communicating and implementing an interprofessional approach and maximizing student learning. An infrastructure will have to be built in order to address these new strategies.
Preliminary recommendations for the four AHC taskforces are due on March 27th.
Health Sciences Library Outreach
Linda Watson stated that she has hired a part-time librarian who will work in Duluth and will be responsible for the NE Region and the preceptors and students in that region.
A partnership of libraries, coordinated by the Health Sciences Library, is planning on applying for a grant from the NN/LM Greater Midwest Region to create and maintain a database of links to local health services across Minnesota, in conjunction with the MedlinePlus “Go Local” program of the National Library of Medicine. Linda asked the deans to think about what data, web sites, and information they would like to include in the database. The database will allow individuals to link directly to a health related topic, most often at the town or county level.
