Health Center Deans Council April 25, 2006
The regular meeting of the Deans of the Academic Health Center was held on Tuesday, April 25 at 2:00 p.m. in 475 ChRC.

Review and Approval of Minutes – April 11, 2006
The council approved the minutes of April 11, 2006.
Course Evaluation Policy
The Policy for Health Professional Course, Instructor, and Curriculum Evaluations was first presented to the Deans on February 14, 2006. The policy was developed in collaboration with the Associate Deans of Education in the AHC schools to provide a consistency AHC-wide. Barbara Brandt, Judith Buchanan and Janet Shanedling are requesting final approval from the Deans Council in order to start implementing the policy. Frank Cerra asked for a preamble to the policy, and a final review by the Associate Deans of Education, Barbara Brandt, and him before forwarding the policy to the Provost’s Office.
Developments in Chronic Disease Management
Bobbi Daniels discussed a joint program of the University of Minnesota Medical Center (UMMC) with UMPhysicians (UMP) on chronic disease management. Patients with chronic disease spend little of their time in the clinics or hospitals. They have little knowledge about self management or goals to reduce complications of chronic disease. UMMC’s and UMP’s chronic disease goals are to establish the patient as the focus of all efforts; patient educare on risks and how to manage chronic disease; provide a network of support for the patient for self-management; and demonstrate cost effective and high quality care.
University Strategic Positioning
Jennifer Cieslak stated that she is starting to receive responses on the task forces during the public comment period, which is scheduled to end on April 30th. The AHC reports and responses will be categorized and analyzed for themes as part of the next steps in the strategic plan. Frank Cerra plans to sync the strategic and collegiate plans with the compact process next year. He stated that the University plans to invest around $24 million in strategic initiatives.
AHC-IT Plan
The AHC Information Technology Plan implementation will allow the AHC to reduce risks, decrease security breeches involving computer workstations and laptops, and improve IT support across the AHC. Terry Bock distributed the revised draft policies for review. Over the last couple of years, Terry Bock, Ross Janssen, Ed Deegan, and Steve Cawley have been working on best practices for technical support of servers and workstations. The new AHC policies take these best practices and establish them as standards for servers, workstations, laptops and other mobile devices. Terry stated that an important policy change is that University private data is not to be stored on personal laptops or computers; personal meaning one’s own home computer or laptop. Frank Cerra said there is a change in philosophy in that IT has become a utility essential to doing our business; and should be managed like any other utility service at the University. A faculty user group will be helping to develop the communication to the faculty regarding the 18 month implementation of the plan.
Ross Janssen stated that the pilot training on the security program will be started in the School of Nursing in two weeks. The program consists of three general courses on data security and management. Terry compared it to the HIPPA training program. The security training will be rolled out University-wide.
Center for Allied Health Programs
Barbara Brandt stated that the Occupational Therapy Program and the Medical Technology Program have moved to the Office of the Senior Vice President for Health Sciences effective October 1. The Occupational Therapy Program is accepting admissions for their fall class, which is almost filled. Plans for the Center for Allied Health Programs are progressing. In January, 2006, a memorandum of agreement for collaboration between the University of Minnesota and Winona State University was signed. The Office of Education is working with the Vice Provost for Distributed Learning and Distance Education to develop the integrated technology platform that will serve the Center. A search committee has interviewed four finalists for the position of Director of the Center for Allied Health Programs. An offer will be extended to one of the candidates by the end of May.
