Health Center Deans Council May 8, 2007
The regular meeting of the Deans of the Academic Health Center was held on Tuesday, May 8 at 2:00 p.m. in 475 ChRC.

Review and Approval of Minutes – April 24, 2007
The council approved the minutes of April 24, 2007.
Legislative Update
Terry Bock said that state lawmakers had sent the first spending bills to Governor Pawelenty, including the University’s biennial budget request and the new health and human services funding bills, which includes funding for graduate health professional education. It is unclear what action the Governor will take on these bills. It is unclear if the Biomedical Sciences Research Facilities Authority, part of a capital investment bill, will pass. Frank Cerra commented that the AHC MERC discretionary fund would be replaced by a direct appropriation to the AHC, School of Dentistry, and University of Minnesota Medical Center, Fairview. The distribution of other MERC funds has also changed but he has not seen the formula yet. Any changes will not happen until 2009.
Information Architect
Frank Cerra will send information on the information architect to the deans for review at the next meeting.
Collaborating Across Borders: An American–Canadian Dialogue on Interprofessional Health Education
Barbara Brandt discussed the upcoming American-Canadian Interprofessional Conference to be held at the University of Minnesota on October 24-26, 2007. She has received 120 abstracts thus far, with 60% coming from Canada and 40% from the United States. She stated there is a high interest in this conference. Highlights of the conference will include tours of the Health Careers Center, IERC, and new Simulations Center, Simulation pre-conference on interprofessional teamwork, Opening Plenary session with the National IPE Student Organization in Canada and the CLARION case competitions, the Canadian Health Interprofessional Collaborative Board meeting, etc.
Information Items
Frank Cerra asked the deans to review the two documents in the packet: The AHC Academic Council agenda and specifically the Revised Regents Policy on Faculty Tenure that Provost Tom Sullivan is presenting to the Board of Regents. He noted that the 7.11 statement has a noticeable emphasis on scholarship and that service alone is not sufficient. Tenure-track faculty will have the option of choosing the 7.12 statement that was in effect at the point of hire, or the new 7.12 statement. Any changes will most likely begin in 2008-2009.
AHC Deans Retreat
Frank Cerra stated that the major topic of the next Deans retreat will be a discussion around the five year budget projection, and matching programmatic growth with finances. He suggested the deans invite their financial officers. The retreat will be scheduled within the first two weeks of August at the History Center.
Assistant Vice President for Clinical Sciences
Frank Cerra discussed the responsibility areas that he has delegated to Deborah Powell as Assistant Vice President for Clinical Sciences. That position will be the responsible administrator for the Institute of Clinical and Translational Research, the development of the CTSA, and the Institute for Translational Neuroscience. The Assistant Vice President for Clinical Sciences will also have the responsibility for developing the Corridor for Outcomes and Quality Improvement, leading a work group with a focus on the planning and financing of post first professional degree education and training, and developing a pilot project for clinical care and learning sites. The pilot project will initially be in the Medical School, but then will spread out to the other health professional schools. Deborah Powell discussed developing a system of evaluation at the learning sites.
