Review and Approval of Minutes – May 9, 2006
The council approved the minutes of May 9, 2006.

Legislative Update

Frank Cerra discussed support for the University this legislative session.  As part of the $115 million bonding for new projects, the University will build a new medical biosciences building.  The supplemental budget bill includes $15 million for the U-Mayo Partnership for joint research projects, and programs at the University of Minnesota-Rochester received $5 million in support, with most of it targeted for allied health education.  Frank Cerra commented that the Biomedical Facilities Authority discussion was postponed until next year.

Simulations Update and Policy Issues

Jane Miller gave an update on the Interprofessional Education and Resource Center (IERC).  The AHC schools/colleges currently use the IERC for teaching, assessment, curriculum review, professional development, accreditation, and research.  At present, the IERC has 75% occupancy, with an average of more than 8,000 people using the facility.  The equipment and room is used approximately 13,758 hour annually.  Jane stated that the multiple simulation units now available in the IERC would increase usage in the IERC.  In addition, simulation programming is starting to be embedded in the curriculum of some AHC schools/colleges.  The proposed mission statement of the new simulation center is to teach, develop and study clinical simulation for health sciences students and practitioners at every stage of their careers in order to improve health care education, patient care, and patient safety.  The simulation center facilities development, located on the lower level of PWB, is planned for completion in late spring 2007.

Educational Facilities

Lorelee Wederstrom gave an educational facilities projects summary.  Projects currently scheduled for construction or renovation include the Ben Pomeroy Student Center, Mayo Auditorium, Simulation Center, and classrooms.  The distance education classrooms, located in the old Sostanza space, was completed last summer.  These classrooms are well liked and well used.  Frank Cerra commented that utilization of classrooms will need to be above 60% in order to justify adding more classrooms to the AHC.  He also said that AHC classrooms need to move quickly from ITV technology to other forms of technology.

Human Resources On-line Requisition

Carol Carrier and Miriam Ward introduced the new online Employment System which starts on Monday, June 12.  This new system is designed to streamline administrative functions and better recruit and attract faculty and staff.  The new system will simplify, expedite and automate the hiring processes.  Carol stated that this new system does not link to PeopleSoft presently, but can connect information with the data warehouse.  Although information from academic searches will be entered into the new system, the search process will remain the same.

AHC Strategic Positioning – Board of Regents Report

Frank Cerra stated that he is presenting AHC strategic positioning to the Board of Regents on June 8 and encouraged the deans to attend.

Bioethics Course

Frank Cerra felt the deans should be aware that the Center for Bioethics is now offering courses.

Budget Allocations – Investments Summarized

Frank Cerra discussed the FY07 strategic investment allocations from the compact for each of the AHC schools/colleges.  Biosciences will be a priority for next year.  Beth Nunnally will send the deans detailed information on the investment allocations.

University Strategic Positioning

Frank Cerra and Jennifer Cieslak presented the draft spreadsheet of strategic task force recommendations.  They asked the deans to review the information and let them know of any changes or corrections.  Frank Cerra stated that the recommendations will be used for the FY07 strategic plan update.  There needs to be discussions about how these recommendations become embedded into the AHC structure and mapped with certain offices.

The meeting adjourned at 4:35 p.m.

Respectfully submitted,

Kathryn P. Anderson
