The regular meeting of the Deans of the Academic Health Center was held on Tuesday, August 14 at 2:00 p.m. in 488 ChRC.

Review and Approval of Minutes – July 24, 2007
The council approved the minutes of July 24, 2007.
Digital Signage
Chuck Bottemiller, Eric Topping and Mark Engebretsen gave a presentation on digital signage. The system works with a web interface so there can be continuous changes and content does not need to be created by a graphic designer. Digital signage does not work as a portal because it has its own content server system; and each school/college would have a unique channel and a unique set of content. Eric stated they are working with the Department of Emergency Management and the Office of University Relations on using the system to announce emergencies and streamline live video. John Finnegan commented that the content would need to be continuously changed and updated. Frank Cerra stated that this system changes the qualifications of the person managing the content flow, level of education, and strategy. The cost of the system is $500-$700 depending on the location. Service fees are dependent on what type of service is needed. Mark will provide more detailed information and fees to the Deans Council. At present there is digital signage in the AHC between the 2nd floor of the Phillips Wangensteen Building and Moos Tower. Frank Cerra asked Terry Bock to lead the effort to analyze the use of digital signage in the AHC.
SPH’s ISO Report
Judy Garrard presented the work group report on Internal Service Organizations (ISO’s). ISO’s are units that sell goods and services to University departments and other units. This group was focused on research and, therefore, defined research ISO’s as a subset of ISO’s that provide essential contributions to the University’s research mission. Judy specifically commented that the common problems found by the Department of Audits include poor accounting controls, compliance risks, and poor management practices. Their recommendations are to urge a new designation, distinguishable from other units with internal sales; recognize that research ISO’s are a hybrid model; create a business plan which includes financial plans that span 3-5 years, and identify organizational partners and level of financial participation; address management qualifications of the director and require appropriate financial or management training; develop policies that will facilitate best business practices; and have the Office of the Vice President for Research create and maintain a web accessible list of research ISO’s for faculty to use to locate existing research services and resources.
Frank Cerra commented there are approximately 1300 ISO’s at the University. There is a institutional working group reviewing the policies, procedures, and systemic issues around ISO’s. This group should complete their work in approximately three months.
Joe Weisenberger and Gary Jurek presented the assessment and management plan developed for the School of Public Health ISO’s. Gary Jurek said that ISO’s have much in common. They can all result in some financial risk, are not isolated components but have common processes, and have integrative operations. John Finnegan stated that the ISO’s found they had more in common than originally thought, and that a common approach to managing and overseeing collegiate ISO’s made sense.

Medical Reserve Corps
Jill DeBoer gave an update on the University of Minnesota Medical Reserve Corps (MRC). There are now 900 members across the AHC. This year, they worked on the development of functional teams based on discipline. At present there are two teams – one in the College of Veterinary Medicine and one in the Medical School.
The MRC responded to the bridge collapse quickly. Eleven members of the Mental Health Crisis Response Team were deployed to provide assistance at the University of Minnesota Medical Center, Fairview and the Family Assistance Center. They provided mental health counseling for victims and families. Six physicians and seven nurses staffed the medical aid station at the Family Assistance Center. The center closed on August 11.
September and October will be the annual recruitment period for the MRC. Frank Cerra stated there may be a role for the MRC at a regional level at the Republican Convention.
Other
Terry Bock stated the AFSCME Union rejected the most recent offer by the University. The executive negotiating team will be discussing the next steps.
Frank Cerra stated the deans should provide the information on post-tenure review to Arelene Carney soon. This subject will be presented at the Board of Regents’ September meeting.
