MINUTES University of Minnesota Academic Health Center Deans Council October 10, 2006
The regular meeting of the Deans of the Academic Health Center was held on Tuesday, October 10 at 2:00 p.m. in 488 ChRC.

Review and Approval of Minutes – September 26, 2006
The council approved the minutes of September 26, 2006.
Presence on Campus Policy
Frank Cerra met with the AHC-FCC today and discussed the presence on campus draft policy. The FCC suggested one minor wording change to the policy. The policy is now final. Frank Cerra asked the deans to review the policy with their faculty governance and develop an implementation plan.
Accreditation Driven Curricular Outcomes Assessment
Barbara Brandt discussed outcomes based assessment for AHC schools. Judith Buchanan commented that it has not been part of the culture of the AHC schools to have regular assessments of educational programs. She felt the AHC could help the schools develop outcomes assessment expertise. Barbara said it could include such help as providing expertise to the schools on many areas of outcomes assessment – establishing expectations for and supporting the use of student outcomes assessment and program improvement; working with schools and programs to develop and implement student learning and programmatic outcomes assessment plans; linking schools to appropriate AHC and University resources to support student learning and program outcomes assessment; promoting faculty development and networking regarding benchmarking; and serving as a resource for preparing accreditation self-study assessments and reports.
Frank Cerra commented that he has allocated funding for a full-time data analyst for the AHC. Some data is school specific and some is common to all schools. Barbara Brandt stated that it was her goal to work with the Associate Deans for Education on outcome assessments.
New Programmatic Processing
Barbara Brandt distributed a document describing the process for new health sciences program approval in the AHC consistent with University of Minnesota policies and procedures. New programs within the AHC are increasing substantially and Barbara is trying to define the approval process for them. The Board of Regents needs to approve programs; they cannot be implemented without this approval. Also, they need the review and approval of the Deans in the AHC; Barbara is finding that a number of new programs are being sent directly to the Graduate School without prior dean’s approval. Barbara and Gail Dubrow, Dean, Graduate School, have been working to clarify the pathways for programmatic reviews and approval.
Rochester
Barbara Brandt stated that the Center for Allied Health Programs will have two performance sites – one at the University of Minnesota, Twin Cities and one at the University of Minnesota, Rochester. The Center was approved by the Board of Regents in July. Charles Christiansen, Dean, School of Allied Health Sciences, University of Texas, Galveston has been hired to serve as the first Director of the Center for Allied Health Programs and will arrive on campus December 4, 2006. On November 1, 2006, there will be a public briefing for key stakeholders about the Center. The Process Mapping Strategies Cross-University Task Force has been working diligently. Their final report is due December 18. Scott Barnard, Senior Educational Technology Consultant, has been facilitating the work of the task force groups. The Occupational Therapy Program will be going to the Board of Regents for review in December. Space negotiations for University of Minnesota, Rochester are ongoing. Relationship building, interfacing, and platform work continues with Mayo Clinic and Winona State University.
FM Transformation
Mike Berthelsen discussed the changes Facilities Management is undergoing due to the new budget model and the strategic positioning efforts of the University. They plan to implement a single point of contact for services, with someone responsible for each building. FM will develop service level agreements (SLA) to define the services to be delivered including quality levels, measures of performance and associated costs. For example, the stewardship level is the basic services needed to maintain the University at a professional level, whereas the extended service level has additional services that are unique to a specific area.
Institute for Interprofessional Health Informatics
Connie Delaney updated the Council on the Institute for Interprofessional Health Informatics that was approved at a previous Deans Council. The Institute will be an inter-institutional, interdisciplinary, interprofessional organization focusing on health informatics whose mission is to improve the quality and efficiency of health care through research and education. Deborah Powell felt it was important for the Deans Council to discuss which areas to focus and build upon. Frank Cerra stated that the deans should consider including informatics in their compact with an explanation of where they see health informatics going in their school.
