Notes from Jackson Information Meeting:

I.    Introductions:  The following list includes some of the Triage team members who will be responding to demolition/construction questions and problems.

Greg Kozulla from the construction management firm Armlin-North and Associates is the Regent’s Owner Representative for the MCB project.  The firm is overseeing the OML demolition as well as design and construction of the new building.

Andy Streifel represents the Environmental Health and Safety department, and will be monitoring air quality throughout the project area.  He will also be available to troubleshoot areas that may experience air quality problems during demolition.

Keith Naumann works for the Office of Facilities Management, and will handle mechanical and maintenance issues.

Lorie Wederstrom from the Academic Health Center Office of Facilities will respond to questions, comments, and requests for assistance that are directed to the new information hotline.

Dr. Charles Moldow and Dr. George Wilcox will be handling programmatic issues.
 

II.      Information Resources:

IV. Jackson Building Question and Answer Session:

Q ­What about main access to Jackson?
A ­ Ingress will occur only through SW main entrance and through BSBE connection.  Handicapped entry will soon be located on the S. side of Jackson (mid-Aug.).

Q ­ Will there be access through Mayo from doors on Delaware St.?
A ­ South stairs and doorway will be open, but North stairs and doorway are closed.

Q ­ When will the main elevators in Jackson be open to public use?
A ­ The main elevators are currently under the contractor’s control during work hours ­ this arrangement will continue until further notice.

Q ­ When will stairwells be cleaned and refinished?
A ­ Attempts are being made to clean dust out of the South stairwell and keep it from getting too dirty.  This stairwell is a main area of traffic for construction workers, and will be refinished when construction draws to a close to keep the new flooring intact.  The Jackson stairwells are also being fitted for new handrails.

Q ­ Where should equipment go now that the loading dock has been decommissioned?
A ­ The BSBE loading dock will work the best.  Supplies that DO NOT come from University stores need special delivery arrangements made due to the limited access route from BSBE to Jackson.  KE will NOT deliver.  Large or bulky equipment (e.g. a freezer) should have special arrangments made with the delivery source (e.g. Sears), or goods should be delivered directly to a moving company that will bring it to your lab.

Q ­ When will regular custodial schedules begin?
A ­ The 3rd, 4th, and 5th floors of Jackson are fully occupied, as well as the North end of the 2nd floor, and the South end of the 6th floor.  Custodians have been notified that regular maintenance should be resumed to these areas, and will begin as soon as possible.

Q ­ When will decommissioned bathrooms be available to occupants?
A ­ The women’s bathroom on the South end of 2nd Floor will not be available soon.  The bathroom on the South end of 6th floor will be ready after it is cleaned.
 
 

V. Greg Kozulla’s Overview of the OML Demolition:

August 2nd is the start date for Carl Bolander & Sons to begin preparations for demolition.

Fence Position:  Construction of the 6 ft. containment fence will begin on Monday.  This fence will be positioned on the curbside of Washington Avenue, and will stretch from Church Street/Jackson Hall to Union Street, effectively limiting access for the entire square block.  The main entrance for construction vehicles will be located in the middle of the fence on Wash. Ave., and the southernmost eastbound lane of Washington Avenue will be blocked to accommodate for construction use beginning August 3rd.

Lead Abatement:  Paint must first be removed and collected from the exterior windows of Lyons, Millard, and Owre.  Lead containing paint will be vacuumed, stored in sealed containers, and hauled away for safe disposal.

Demolition Sequence:  Lyons building will be demolished first ­ the wrecking ball will probably hit on August 9th.  Once this building is removed, another wrecking crane will be brought in and applied to Millard and Owre buildings.  Demolition is planned to continue through October 22nd.

Construction:  Construction will begin approximately 2-3 weeks after demolition has been completed, tentatively November 15th.  The MCB building will be complete on January 1st, 2002.

Work Hours:  Because the construction deadline has been set for 1/1/2002, the demolition and construction schedule is fairly ambitious.  In order to complete demolition on schedule, initial work hours for the wrecking crew will run from 7:00am to 3:30 pm, but will not include Saturday work.  These hours may be extended to 5:00pm with additional work required on Sat. mornings if more hours are required to meet the demolition deadline.  Researchers will be notified if hours are extended.
 

VI. Demolition Question and Answer Session:

Q ­ How will the detachment of Lyons from Jackson be accomplished?
A ­ The wrecking ball will tear it down as close to Jackson as possible, and the rest will be torn down by hand (with jackhammers, etc.).  People in offices or labs facing Lyons will experience some disturbance.

Q ­ Will the stairway between Jackson and Lyons be removed?
A ­ Yes,  temporary stairs on Washington side of Jackson will be there through demolition,  and once Lyons is gone, permanent stairs will be built.

Q ­ Will all door openings along the East side of Jackson be filled?
A ­ Yes, expect this to happen soon.

Q ­ Will the entrance to the Mayo Auditorium off of Owre be closed?
A ­ Yes, temporarily.

Q ­ Will classes held in 100 and 125 Mayo experience noise and vibration disturbance?
A ­ The partition erected on the outer wall will be sound resistant, but there will still be noise heard through the wall, as demolition will be occurring within a few feet.

Q ­ Will a permanent wall be built on the south wing of Jackson Hall?
A ­ Yes, during the 2nd phase of construction once Owre hall has been torn down.

Q ­ Which bus stop will be closed?
A ­ All service (Metro Transit and Campus Connector) ceases to the bus stop in front of
Jackson hall on August 2nd.   Eastbound travelers must catch the bus at Coffman
Union, or at the stop in front of Moos/ Weaver-Densford.

Q ­ Will the handicap access ramp on the Northeast corner of Lyons be closed?
A  - Yes.  A temporary scissors-style ramp will be built as a replacement.

Q ­ Will the entrance to Moos on the 3rd floor be closed?
A ­ Yes, it will be closed to prevent dust accumulation.

Q ­ Will the Link be closed?
A ­ Yes.

Q ­ Will the North side entrance to the Mayo Auditorium be closed?
A ­ Yes.

Q ­ How can we get from Delaware to Church St.?
A ­ Take the South side entrance through the Mayo foyer.

Q ­ Will access from Mayo to Moos continue?
A ­ Yes.

Q ­ When will the construction workers be driving piles?
A ­ From mid-November to project completion.

Q ­ When will contract for construction be assigned?
A ­ Between October 22nd and November 15th.

Q ­ Will the big tree outside the main entrance on the East side of Jackson be saved?
A ­ Yes!
