For Scholars

A Master of Science degree in Clinical Research is a program requirement. However, there are other options possible with permission of the Program Director. Regardless of MS degree status, all scholars enroll in two courses specifically designed for the Career Advancement Program for Clinical Research Scholars (CAPS): Management for Clinical Research PubH 6570, section 1) and Topics: Clinical Research Career Development (PubH 6309). In addition, scholars attend a bi-weekly Clinical Research Seminar.

All scholars enter a mentored research experience with senior faculty working in multidisciplinary mentoring teams. Performance in didactic settings and research projects is systematically evaluated.

Training Requirements

A Master of Science degree in Clinical Research is a program requirement. However, there are other options possible with permission of the Program Director. Regardless of MS degree status, all scholars enroll in two courses specifically designed for the Career Advancement Program for Clinical Research Scholars (CAPS): Management for Clinical Research (PubH 6570, Section 001) and Topics: Clinical Research Career Development (PubH 6309). In addition, scholars attend a bi-weekly Clinical Research Seminar.

Classes and exercises are structured with emphasis on team building. The management course for clinical research scholars will address basic management skills and also emphasize team building in the multidisciplinary research setting. The Clinical Research Career Development Seminar emphasizes available resources and multidisciplinary collaboration.

All scholars enter a mentored research experience with senior faculty working in multidisciplinary mentoring teams. Performance in didactic settings and research projects is systematically evaluated.

Benefits of CAPS Award

Salary and Benefits
CAPS provides salary and faculty benefits associated with rank and position plus tuition as detailed in the scholar's letter of offer.  The CAPS award is a non-service award that is renewed each year.  This award cannot be deferred for use in another academic year without permission of the CAPS Director.

Payments
Salary is paid through the scholars' departments. Scholars will be paid 75% of their academic salary (50% effort and salary for surgical scholars). Scholars' departments cross-charge the CAPS budget number. The EpiCH payroll personnel will contact scholars' departments to set up this process. http://hrss.umn.edu/pay/scholarship.html

Tuition
CAPS provides a tuition scholarship for up to fourteen (14) graduate credits per semester at the regular rate during the academic year for scholars enrolled in an approved MS clinical research program. The CAPS Director may make exceptions on a case-by-case basis.

Scholars in MS Degree Programs:
Scholars register for courses and forward their tuition bills to the CAPS Coordinator (tharp@epi.umn.edu) for payment. Before payment can be processed, scholars must show that they have opted out of the student health insurance coverage. (As faculty, scholars already have health insurance coverage, and this duplicate coverage is not paid under CAPS.) Scholars can opt out of student health insurance during the course registration process by indicating that they have existing health insurance. If this is not done during registration, student health insurance will be automatically charged to the scholar's account. At that point, scholars can go to the Boynton Health Service website and follow prompts for cancelling the type of student health insurance that they selected: www.bhs.umn.edu/insurance/AHC.htm

Scholars with MS Degree in Clinical Research:
Scholars with graduate degrees in clinical research areas must still register for the required CAPS courses (Activities & Expectations.doc). Non-degree students must complete a Regents Scholarship Form (pdf) for each course, and follow the designated process to receive faculty tuition coverage. Process for non-degree student course registration:
1.  Print out Request for Regents Scholarship form
2.  Fill out and obtain signature from appropriate person in your department.
3.  Print out Registration Request for Graduate Credit (for Non-Degree Students)
4.  Complete class information section.
5.   Take form to either: Carol Francis or Guy Piotrowski in D305 MAYO for signature.
6.  Make copies for your own files (important to have if form is lost).
7.  Fax all completed forms to: One Stop Student Services at 6-9129.
8.  Mail the originals to:  Office of the Registrar, Box 40, 106 Pleasant Street SE, Minneapolis MN 55455.
9.  Call to f/u weekly until process is completed and confirmed.

Reimbursement for Course Textbooks and Materials:
Textbooks for approved MS program courses and required CAPS courses and other course materials are covered by CAPS. Scholars complete an Employee Expense Report (xls), and submit it with copies of receipts to the CAPS Coordinator for reimbursement.

CAPS covers the cost of SAS software related to the CAPS courses. Visit the EpiCH website here. Complete and submit the 3 forms listed: the EpiCH Order Form, the Software License Agreement, and ADCS software license application. The CAPS accountant will complete and submit the on-line order.

Late Fees and Cancellation:
CAPS is not responsible for any late fees acquired as a result of late registration. Scholars who cancel their registration or reduce their credit load during the semester will be billed for any non-refundable tuition payments.

Travel
CAPS provides travel funding for required participation in the annual NIH-sponsored Roadmap K12 Meeting and the Upper Midwest Consortium meeting.  In addition, CAPS provides funding for professional meeting attendance (up to $2,000/year).

Prior to a planned trip, submit a completed Travel Authorization form to the CAPS Coordinator. Following the trip, complete an Employee Expense Worksheet and submit with original receipts to the CAPS Coordinator. Please note that no internet connection charges can be covered by the K12 grant.

Research Funds
For each year of K12 support, Scholars may apply for up to $20,000 in research funds to support their research projects.  The Program Director may approve research funds in excess of $20,000 if the submitted proposal warrants such consideration and funds are available.

An application for funds (posted on the website) is completed by the Scholar and submitted to the CAPS Coordinator, it is reviewed by a minimum of two members of the MAC Research Funding Review Committee, and the CAPS Program Director grants final approval. The review process is rolling, with a turn-around time of 2-3 weeks.

Research Funds are not released until a copy of the IRB approval letter with the study number is received. A research funds proposal may be submitted to SPA with an IRB status of "pending"; and SPA may set up the account at their discretion prior to IRB approval. However, no IRB-related research activity may occur until IRB approval is received.

Application Process:
  1. Scholar completes the CAPS Research Funding Application form.
  2. Scholar submits the completed form electronically to the CAPS Coordinator at tharp@epi.umn.edu and sends a signed hard copy to Terri Tharp, EpiCH, 300 WBOB.
  3. CAPS Coordinator contacts review committee members to determine their availability.
  4. CAPS Coordinator sends the application electronically to reviewers and monitors progress of review.
  5. Reviewers submit their ratings and comments.
  6. CAPS Program Director reviews the ratings and issues a decision:
    1. If there are no problems to address, the CAPS Program Director approves the request for research funds and notifies the scholar.
    2. If there are problems to address, the CAPS Program Director sends a summary of the issues that need to be addressed to the scholar, and a revised application may be resubmitted for follow-up review.
  7. CAPS Coordinator submits approved applications to the CAPS Project Accountant.
  8. Project Accountant submits the funding request to the Sponsored Projects Administration (SPA) for approval and sub-account set up under the main account for transfer and tracking of each scholar’s research funds.
  9. Scholar is notified by the Project Accountant when SPA review has been completed.
  10. Project Accountant reviews access and tracking procedures with the Scholar  (the subaccounts are managed through the Division of EpiCH).
Research Funds Renewal Process (for subsequent CAPS years):
  1. Scholar completes NIH Budget and Justification forms and submits with revised Funding Application form (if there are changes to the original application, it should be resent with signatures).
  2. Scholar submits the completed forms electronically along with the latest IRB approval/renewal letter to the CAPS Coordinator at tharp@epi.umn.edu, 612-626-8882; 300 WBOB, EpiCH.
  3. CAPS Coordinator submits the research funding renewal request to the CAPS Program Director for review.
  4. CAPS Program Director issues comments and/or approval notification.
  5. CAPS Coordinator submits approved application to the CAPS Project Accountant.
  6. Project Accountant submits the funding request to the Sponsored Projects Administration (SPA) for transfer of research funds.
  7. Scholar is notified of funding approval.
  8. Project Accountant reviews access and tracking procedures with the Scholar (the sub-accounts are managed through the Division of EpiCH).

NIH Loan Repayment Programs
Though not a CAPS benefit, CAPS scholars may be eligible to apply for one of the NIH Loan Repayment Programs (LRPs). The five LRPs offered by the NIH include the Clinical Research LRP, Clinical Research LRP for Individuals from Disadvantaged Backgrounds, Contraception and Infertility Research LRP, Health Disparities LRP, and Pediatric Research LRP. Through these programs, the NIH offers to repay up to $35,000 annually of the qualified educational debt of health professionals pursuing careers in biomedical and behavioral research. The programs also provide coverage for Federal and state tax liabilities.

 
To qualify, applicants must possess a doctoral-level degree, devote 50% or more of their time (20 hours per week based on a 40-hour work week) to research funded by a domestic non-profit organization or government entity (Federal, state, or local), and have educational loan debt equal to or exceeding 20% of their institutional base salary. Applicants must also be U.S. citizens, permanent residents, or U.S. nationals to be eligible.

  1. Employment Affiliation - CAPS scholars have an employment affiliation with the NIH.
  2. Fellowship Support - CAPS is not a fellowship.
  3. Funding Information - CAPS is funded under Grant 5K12-RR023247-04, A Multidisciplinary Scholar Development Program to Advance Clinical Research.
