DEPARTMENT OF FAMILY PRACTICE AND COMMUNITY HEALTH DEPARTMENTAL STATEMENT I. INTRODUCTORY STATEMENT This document describes the specific criteria and standards which will be used to evaluate whether candidates meet the general criteria in Section 7.11 of the Regulations Concerning Faculty Tenure. For a complete perspective, the reader is advised to review section 7 in its entirety. Section 7.11 is printed in its entirety in III. Criteria for Tenure (see below). The criteria, standards and procedures are applied without regard to race, religion, color, sex, national origin, handicap, age, veteran status or sexual orientation. II. MISSION STATEMENT The mission of the Medical School is to conduct high quality programs of research, education, and service through which the college contributes significantly to the provision of excellent health care for the people of Minnesota. III. Criteria for Tenure Section 7.11 of the Regulations Concerning Faculty Tenure states: "General Criteria. The basis for awarding indefinite tenure is the determination that the achievements of an individual have demonstrated the individual's potential to continue to contribute significantly to the mission of the University and to its programs of teaching, research, and service over the course of the faculty member's academic career. The primary criteria for demonstrating this potential are effectiveness in teaching and professional distinction in research; outstanding discipline-related service contributions will also be taken into account where they are an integral part of the mission of the academic unit. The relative importance of the criteria may vary in different academic units, but each of the criteria must be considered in every decision. The individual's participation in the governance of the institution and other services to the University and service to the academic unit may be taken into consideration, but are not in themselves bases for awarding tenure. Indefinite tenure may be granted at any time when the candidate has satisfied the requirements. A probationary appointment must be terminated when the appointee fails to satisfy the criteria in the last year of probationary service and may be terminate earlier if it appears that the appointee is not making satisfactory progress toward meeting the criteria within that period." Standards for Tenure - Department of Family Practice and Community Health The Department of Family Practice and Community Health accepts and subscribes to the statement on Criteria and Standards for Tenure of Faculty at the University of Minnesota Medical School, with the following standards specific to the department. A. Teaching activities may occur in a variety of educational settings and formats, including: didactic presentations, lectures, seminars, conferences, tutorials, laboratories, advising of students, case discussions, grand rounds, hospital and clinic rounds, patient care, surgical and other procedures, continuing education. The following are educational activities in which competence and accomplishments in teaching can be demonstrated: 1. Participation and demonstrated competence in teaching undergraduate (pre-baccalaureate) students. 2. Participation and demonstrated competence in teaching professional students, including students in the M.D. curriculum, Master of Science graduate degree program in Family Practice, or other professional educational programs. 3. Service and distinction as a faculty advisor to post-M.D. residents (Medical Fellow Specialists or Medical Fellows), post-residency clinic fellows, or advanced degree candidates in medical disciplines, interdisciplinary programs, or collaborative research programs. 4. Service as a faculty mentor or advisor to students in any of the above categories, including medical students in the clinical courses of the M.D. curriculum and Master of Science graduate degree program. 5. Service as a faculty mentor to students in any of the above categories who engage in research activities in the department. 6. Teaching in the allied health fields of community health, geriatrics, cross-cultural medicine, behavioral science, and human sexuality. 7. Development of new, innovative, and creative teaching efforts. 8. Teaching in continuing education, which is a high priority in the discipline of Family Practice. B. Research/Scholarship Assessment of distinction in research is based upon: 1. A review of the candidate's scientific publications, particularly those in national or international, peer-reviewed journals. Evidence is sought that the work is scholarly, creative, and of high quality, whether focused on laboratory endeavors, clinical or educational investigations, health services research and outcome research, or analysis of synthesis of clinical observations and experience. 2. Independence in research accomplishment. Evidence of independence in research includes: a. Naming of the candidate as the first author on multi-authored journal articles and/or documentation of major, substantial contributions by the candidate to the collaborative project and publication. b. Statements of peer evaluations on the creativity and significance of the candidate's contributions to a collaborative research project and/or to multi-authored publications. c. Identification of the candidate as the principal investigator or a major collaborator on peer-reviewed, funded research grants or contracts. 3. Assessment of competence in research is based upon scholarly writing in significant published literature, including reports of clinical investigations, substantial case reports, and descriptions of new techniques; participation in invited scientific and clinical symposia, meetings, and lectures, and letters from authorities in the candidate's clinical discipline assessing his/her contributions to the discipline. 4. External Research Funding External research funding from regional, federal, and other national granting agencies which sponsor programs in educational or biomedical research subject to peer review. Participation as Principal Investigator, a major collaborator, or similar title. 5. Publications in Monographs, Reviews, and other Books Publications through these modalities are part of the scholarly activities of a faculty member. 6. Service as an Editor or a Member of the Editorial Board of a Reputable Journal or Monograph in a Biomedical Discipline. 7. Invited Participation in Symposia, Meetings, and Seminars. Faculty members may be expected to be invited by national and international scientific organizations to participate in symposia and meeting and may be invited to give seminars before peers in other institutions, both nationally and internationally. C. Service In the Medical School, discipline-related service contributions are an integral part of Family Practice. Therefore, outstanding discipline-related service contributions, when accompanied by documentation of competence in research and teaching, is used as a criterion for tenure. Assessment of outstanding discipline-related service contributions is based upon: 1. Local, regional, and national reputation for clinical experience. 2. Leadership roles in discipline-specific regional and national organizations 3. Special or unique roles and skills in patient care. 4. Development and leadership of important clinical programs. IV. Promotion Standards for Promotion - Department of Family Practice and Community Health The Department of Family Practice and Community Health accepts and subscribes to the statement on Criteria and Standards for Promotion of Faculty at the University of Minnesota Medical School, with the following standards specific to the department. A. To Assistant Professor Candidates for promotion to Assistant Professor are judged on the following standards:
B. To Associate Professor The criteria and standards for promotion to the rank of Associate Professor are those stated for consideration of tenure (see III above). A recommendation for promotion to Associate Professor is made when an eligible faculty member has fulfilled the general criteria applicable to tenure, as stated in Section 7.11, and the specific criteria and standards for promotion to Associate Professor (same as for tenure) as stated by the Medical School and the Department. C. To Professor The criteria and standards stated for promotion to Associate Professor will continue to be applicable for promotion to Professor. In addition the candidate for Professor will also present evidence of additional academic, scientific, scholarly and professional achievements, such as: 1. National and international recognition as a leader in his or her field by virtue of research or educational achievements. 2. Significant achievements in research: Serving as principal investigator or significant collaborator on major research projects, including interdisciplinary projects; acquisition of major research grants and/or contracts; scholarly publications in major professional journals; and participation in regional, national, and/or international research organizations. 3. Significant achievements in education: Having developed educational programs that are used and/or recognized nationally and/or internationally. Excellence in teaching and advising which is documented through such things as innovations, formal evaluations, teaching awards and/or student outcomes. 4. Significant achievements in methodological or technical innovations: Having developed significant innovations, such as new instruments or technologies that are used and/or recognized nationally and/or internationally for advancing practice, research, or education in the field.* 5. While not a primary criteria for promotion, excellence in discipline-related service as evidenced by national and/or international recognition, may also be taken into account.** * This criterion is in keeping with the Tenure Code: Specified Units which states: "`Research' is not limited to the publication of scholarly works. It includes activities which lead to the public availability of products or practices which have a significance to society, such as artistic production or the development of new technology or scientific procedures" (Section 7.11, footnote 7). ** This criteria in keeping with the Tenure Code: Specified Units which states: "Although the primary [5] criteria for demonstrating this potential [for promotion] are effectiveness in teaching [6] and professional distinction in research [7], outstanding discipline-related service contributions [8] will also be taken into account where they are an integral part of the mission of the academic unit" (Section 7.11). |
