FELLOWSHIP OBJECTIVES  
The objective of the David A. Winston Health 
Policy Fellowship is to provide a unique 
opportunity to learn about the political system 
through direct exposure to public and private 
sector roles in health policy development. The 
Fellowship embodies Mr. Winston’s commitment to 
the public/private partnership necessary for a 
high quality, market oriented health care system. 

The Fellowship is sponsored by the David A. 
Winston Health Policy Fellowship Board of Trustees
 and is administered in collaboration with the 
Association of University Programs in Health 
Administration (AUPHA).  

The David A. Winston Health Policy Fellowship is a
 12-month postgraduate experience in Washington, 
D.C. The first portion of the Fellowship is a 
planned rotation of at least three months during 
which the Fellow will visit various centers of 
current health policy development at the national 
level, and may include activities at nearby state 
capitals. During the final months, the Fellow will
 pursue a personal interest project with the 
guidance of an Advisory Committee comprised of key
 policy makers from the private and public 
sectors. This program gives the Fellow the 
advantage of the Committee’s judgment and access, 
as well as an opportunity for personal initiative 
and exploration of a single issue.

THE PROGRAM 
The David A. Winston Health Policy Fellowship is a
 unique opportunity because the program includes 
systematic exposure to organizations, associations
 and coalitions in the private sector as well as 
policy development centers in Congress and the 
Administration. A distinguished Board of Trustees 
has the responsibility of helping assure the 
quality of the experience. 

The Trustees will work with the Fellow to plan the
 orientation visits to key policy development 
centers during the first three months of the 
Fellowship. The Fellow will then during the 
remaining months of the Fellowship work in a 
placement of their choosing. The placement will 
allow the Fellow to gain first-hand experience in 
policy-making and explore current issues in depth.

STIPENDS AND EXPENSES 
The Fellowship winner(s) will be appointed to the 
staff of the Association of University Programs in
 Health Administration for purpose of salary and 
benefits administration. 

The Fellowship stipend for 2005-2006, which is 
taxable as regular income, is $3,425 per month. A 
benefits program is also provided, which includes 
individual health insurance coverage. The 
Fellowship provides up to a total of $2,500 for 
direct-receipted expenses of relocation to and 
from Washington, D.C. A budget is provided for the
 fellow to travel to conferences and meetings. All
 other costs are the responsibility of the Fellow.
 
THE FELLOWSHIP SCHEDULE 
The Fellowship will begin July 2006, and end 12 
months later. 

The Fellowship is administered by the Association 
of University Programs in Health Administration. 

Information on the Fellowship is sent to schools 
in September of each year.   Applications are due 
back to Department Chairs in October, for 
submission to AUPHA in November.  Interviews are 
typically held in December or January and an 
invitation extended to the top candidate(s) 
immediately following the interview.
