Public Health Program Evaluation Specialist

This position is located in the Department of 
Health Services (DHS), Division of Public Health 
(DPH), Bureau of Environmental and Occupational 
Health (BEOH), Environmental and Occupational 
Epidemiology Unit, and is maintained through a 
contract and ongoing partnership with the UW 
Madison's Department of Population Health 
Sciences (PHS). 

DUTIES / RESPONSIBILITIES:
The program evaluator is responsible for 
developing, coordinating and implementing program 
evaluation activities for the asthma control 
program and environmental public health tracking 
(EPHT) program. The program evaluator will lead 
activities related to program evaluation as 
specified in the CDC cooperative agreement for 
the asthma control program and as identified by 
EPHT program leadership. Specific activities will 
include:
 -- Developing a comprehensive five-year asthma 
program evaluation plan (by August 31, 2010)
 -- Maintaining, monitoring and revising the EPHT 
program evaluation plan
 -- Leading program evaluation teams in 
developing effective approaches to collect source 
material for program evaluation
 -- Convening forums for formal evaluation 
procedures by external groups
 -- Conducting process and outcome program 
evaluation on one or more program-related 
projects, using both qualitative and quantitative 
methods, including the application of evaluation 
research methods as needed
 -- Using formative approaches with program staff 
and contractors to enhance evaluation usefulness
 -- Contributing to grant applications, research 
methodologies, evaluation designs, and 
instruments with guidance from the PIs, program 
managers and other unit staff
 -- Gathering data through interviews, group 
processes, participant observation, surveys, 
electronic data files, and other methods
 -- Managing databases, overseeing subject 
retention, constructing data files, conducting 
and supervising data entry, and performing data 
edits. Conducting analyses using Access and Excel 
or SAS, as well as qualitative methods. Preparing 
and presenting verbal and written reports of 
results, including manuscripts for publication as 
appropriate. 

A criminal background check will be conducted 
prior to hiring. A period of evaluation will be 
required. Anticipated begin date: NOVEMBER 28, 
2009. 

COMPENSATION / APPOINTMENT:  
Minimum $35,000 ANNUAL (12 months) DOQ. 
Appointment percent: 75% - 100% 

QUALIFICATIONS:
 -- Masters degree required. Public health or 
social sciences field preferred. 
 -- At least three (3) years of successful and 
relevant work experience required for Associate 
prefix title. Substantive interest and expertise 
in population health program evaluation is 
necessary. Evidence of collaborative work with 
multiple stakeholders in public health is 
preferred. Must be able to write clearly and to 
speak effectively in group settings.
 -- Applicants should have a strong interest in 
applied public health practice. Experience and 
knowledge of evaluation methods are necessary. 
Demonstrable organizational, analytical and 
writing skills are preferred. Successful 
candidates will have demonstrable experience 
developing evaluation-relevant materials. Ability 
and willingness to travel occasionally (in state 
and out of state) is required.
