The Division of Health Policy and Management, 
School of Public Health, University of Minnesota 
seeks a Senior Research Fellow to serve as the 
Technical Assistance (TA) Project Deputy Director 
for the State Health Access Program (SHAP), which 
will be located at the State Health Access Data 
Assistance Center (SHADAC). 

The Deputy Director will play a significant role 
in managing and working closely with the Program 
Director/Principal Investigator, Lynn A. Blewett, 
Ph.D., to develop and implement a multi-year 
national technical assistance program for 13 
state-level grantees of the Health Resources and 
Services Administration (HRSA) State Health 
Access Program grants, http://www.hrsa.gov
/statehealthaccess/default.htm 

The Deputy Director will manage the development 
of the strategic vision of the project,   
technical assistance activities related to data 
collection/analysis and evaluation, communication 
activities, site visits, and reporting. This 
person will also assist with the development of 
subcontracts and will work closely with the PI in 
overseeing the work of both employees and 
subcontractors working on project activities. 

DUTIES / RESPONSIBILITIES:
 -- Develop and execute strategy to meet HRSA 
goals for the TA Project. 
 -- Coordinate technical assistance outreach 
related to data collection, analysis and 
evaluation to help facilitate the analysis and 
effective implementation of 13 state-level 
grantees’ plans to expand access to health 
insurance coverage.
 -- Direct assistance for 13 state-level 
grantees’ in developing evaluation methods and 
measures. 
 -- Supervise employees and subcontractors on 
this project.
 -- Provide oversight of the HRSA budget.
 -- Coordinate and participate in state site visits.
 -- Create overall project workplan with 
Principal Investigator.
 -- Develop and update communications and 
outreach plan.
 -- Develop and maintain relationships with the 
project directors and key staff in each of the 13 
grantee organizations.
 -- Work with HRSA and project staff to 
contribute to the development of semi-annual 
grantee meetings.
 -- Produce written reports to HRSA.
 -- Develop technical assistance tools and 
outreach effort.
 -- Coordinate dissemination of results and work 
products.
 -- Monitor program outcomes and impact.

REQUIRED QUALIFICATIONS:
 -- A master’s degree in public health, public 
policy administration, or a related field.
 -- Minimum of six years of experience in program 
management, preferably in the health field.
 -- Content expertise in health reform and health 
policy from a state perspective.
 -- Proven management, organizational, fiscal, 
and analytic skills.
 -- Excellent oral and written communication 
skills, including demonstrated public speaking 
and presentation skills.
 -- Excellent interpersonal skills including the 
ability to problem-solve and resolve conflicts 
effectively.
 -- Demonstrated ability to take initiative and 
plan ahead.
 -- Ability to travel.

PREFERRED QUALIFICATIONS: 
 -- Good working knowledge of health care field 
and health policy.
 -- Knowledge of state and federal data sources 
used to analyze health coverage policy.
 -- Strong analytical skills related to health 
policy development and analysis.
 -- Demonstrated ability to work with staff 
diversity and to interact with a wide range of 
people from policy makers to practitioners to 
consumers.
 -- Ability to work within a high-paced, 
team-focused environment with competing demands 
while ensuring high-quality work by self and staff.
 -- Ability to track and measure project 
performance for program evaluation purposes. 

SUPERVISION:
Works under the general direction and supervision 
of Principal Investigator, Lynn A. Blewett, 
Ph.D.. and in coordination with other staff as 
appropriate. Ongoing collaborative work will 
involve providing leadership and supervision to 
project team members and graduate students on a 
project-by-project basis. 

TERMS OF EMPLOYMENT:
This 75%-100% time, 12-month appointment is 
annually renewable, dependent on continued 
availability of funding, and offers the standard 
University benefits. Salary is based on 
experience and qualifications. The position is 
open until filled.
