The Division of Health Policy and Management, 
School of Public Health, University of Minnesota 
seeks a Research Fellow for the Robert Wood 
Johnson Foundation (RWJF) State Health Access 
Data Assistance Center (SHADAC). This position 
will have a significant role in data analysis and 
providing access to data and research information 
for SHADAC clients. The Research Fellow will also 
participate in developing and managing a variety 
of outreach, communication, and dissemination 
strategies related to SHADAC’s mission of 
providing technical assistance to enhance access 
to and use of data and technical information by 
state-level health policy makers and analysts. 
Ongoing collaborative work with SHADAC faculty, 
staff and outside collaborators will be an 
important part of this position’s responsibilities. 

The position will provide tailored technical 
assistance directly to clients and will 
contribute to the production of SHADAC products, 
including reports and issue briefs. In addition, 
duties will include coordinating with faculty and 
Graduate Research Assistants to ensure the use of 
appropriate survey databases, as well as building 
a library of commonly used routines on essential 
databases.

ESSENTIAL DUTIES / RESPONSIBILITIES:
 -- The duties of this position are divided 
approximately equally between project-related 
responsibilities and managing the communications 
outreach and data dissemination functions for all 
SHADAC. 
 -- Develop web-based research tools for the 
center’s audiences.
 -- Create and review data documentation.
 -- Participate in the design and analysis of 
complex survey data.
 -- Write reports and issue briefs.
 -- Coordinate the production and publication of 
all SHADAC issue briefs.
 -- Create and delivering presentations to a 
diverse audience at a variety of levels.
 -- Conduct dissemination and outreach activities.
 -- Develop web-based research tools for the 
center’s audiences.
 -- Oversee outreach through newsletters, 
webinars and conference calls.
 -- Adapt complex research dissemination for 
distribution to varied audiences.
 -- Respond to the center’s technical assistance 
inquiries.  

REQUIRED QUALIFICATIONS:
 -- Master's degree in Public Health, Public 
Policy Administration or a related field AND a 
minimum of three (3) years program management 
experience. 
 -- Content expertise in health reform and health 
policy from a state perspective. Understanding of 
federal sources of health insurance coverage 
estimates.
 -- Survey research experience.
 -- Data analysis experience using SAS or Stata. 
 -- Proven management, organizational, fiscal, 
and analytic skills.
 -- Excellent English oral and written 
communication skills, including demonstrated 
public speaking and presentation skills and 
Internet communication skills. 
 -- Excellent interpersonal skills including the 
ability to problem-solve and resolve conflicts 
effectively.
 -- Demonstrated ability to take initiative and 
plan ahead; substantial policy research or 
related activity.
 -- Proficiency with Microsoft Office software 
products.

PREFERRED QUALIFICATIONS:
 -- Good working knowledge of health care field 
and health policy.
 -- Demonstrated ability to work with diverse 
populations and staff and ability to interact 
with a wide range of people from policy makers to 
practitioners to consumers. Ability to work 
within a high-paced, team-focused environment 
with competing demands while ensuring 
high-quality work by self and staff. 
 -- Ability to track and measure project 
performance for program evaluation purposes. 
 -- Ability to travel.

SUPERVISION:
Works under the general direction and supervision 
of Principal Investigator, Lynn A. Blewett, Ph.D. 
and in coordination with other staff as 
appropriate. Ongoing collaborative work will 
involve providing leadership and supervision to 
project team members and graduate students on a 
project-by-project basis. 

TERMS OF EMPLOYMENT:
This 12-month, 100% time position is annually 
renewable, dependent on continued availability of 
funding and offers the standard University 
benefits. Salary is dependent upon experience and 
qualifications. The position is open until filled.
