The Division of Health Policy and Management, 
School of Public Health, University of Minnesota 
is recruiting a Senior Research Fellow with 
biostatistics skills. This position will be 
located at and support the research mission of 
the Division’s State Health Access Data 
Assistance Center (SHADAC). SHADAC is a research 
and technical assistance center that conducts 
surveys related to health insurance coverage and 
access to care and provides access and technical 
assistance to states and researchers on use of 
data from national surveys including the Current 
Population Survey, the American Community Survey, 
and National Health Interview Survey.

The mission of the Division of Health Policy and 
Management is to improve the public's health by 
stimulating, coordinating, and conducting high 
quality research and teaching programs that are 
focused on improving the organization, financing 
and delivery of health care services. SHADAC 
works with data on health insurance coverage from 
a state perspective in order to help states make 
data on the uninsured meaningful and policy 
relevant. The goal is to bridge the gap between 
researchers and policy makers by translating data 
into the real world of state health policy. 
Services include: targeted policy research on 
health coverage and access issues; technical 
assistance on survey design and implementation; 
coordinated state data collection; and policy 
analysis and development from a state

ESSENTIAL DUTIES / RESPONSIBILITIES:
 -- The successful candidate will direct the new 
SHADAC data center to document and distribute 
public data from the CPS and the ACS for state 
policy research.  
 -- Oversee all aspects of the data center. 
 -- Oversee all aspects of the data center 
including accessing and updating files, working 
with programmers to assure data integrity, 
correspondence with federal agency staff, and 
technical assistance to state analysts.  
 -- Review technical survey research 
documentation to communicate essential 
information to states.
 -- Analyze complex survey data.
 -- Write reports and/or journal articles.
 -- Create and deliver presentations to a diverse 
audience at a variety of levels.
 -- Conduct information dissemination and 
outreach activities.
 -- Provide project management and coordination 
large-scale state-level survey projects, 
including working with subcontractors and clients. 
 -- Some travel is required. 

REQUIRED QUALIFICATIONS:
 -- Master’s degree in statistics, biostatistics 
or closely related discipline. 
 -- Research and policy development experience 
writing and/or reviewing large scale survey 
research documentation.
 -- Experience producing data files from complex 
surveys.
 -- Proven ability to conceptualize projects, 
conduct sophisticated analyses, and synthesize 
research results into clear, concise, and 
understandable reports and presentations.
 -- Strong analytical, organizational, and 
communication skills.
 -- Ability to work effectively in a multi-
disciplinary team environment.
 -- Excellent English verbal and written 
communication skills.
 -- At least six years of relevant work and 
research experience. 
 
PREFERRED QUALIFICATIONS:
 -- Knowledge of federal and state health care 
policy and programs.
 -- Demonstrated ability to write for varied 
professional and lay audiences. 

SUPERVISION:
Works under the general direction and supervision 
of Principal Investigator, Lynn A. Blewett, 
Ph.D., and in coordination with other staff as 
appropriate. Ongoing collaborative work will 
involve providing leadership and supervision to 
project team members and graduate students on a 
project-by-project basis. 

TERMS OF EMPLOYMENT:
This 75%-100% time, 12-month appointment is 
annually renewable, dependent upon continued 
availability of funding, and offers the standard 
University benefits. Salary is based on 
experience and qualifications. The position is 
open until filled.
