The Minnesota Department of Human Services is 
looking for the right candidate for a new and 
exciting position in evidence based health care 
for the Medicaid population. The successful 
candidate will develop and work with the 
department’s Dental Services Advisory Committee 
(DSAC) in policy making activities related to the 
use of evidence-based oral health care for the 
Medicaid population.

POSITION DESCRIPTION:
This position has primary responsibility for 
developing evidence-based coverage policy 
positions for the consideration of the 
department’s DSAC, a sub committee of the Health 
Services Advisory Council (HSAC). This position 
is responsible for coordinating DSAC 
deliberations, providing written research reports 
on evidence-based oral health care services to 
the DSAC, representing DSAC positions within the 
department’s benefit policy decision-making 
process, and collaborating with external entities 
such as provider associations and national 
organizations. Excellent research, writing, 
presentation and collaboration skills are 
necessary to be successful in this position. 
Additionally, this position will be directly 
involved in evidence based activities for other 
medical and health care services.

MINIMUM QUALIFICATIONS:
• Leadership skills, including freedom to act 
within established standards;
• Excellent research abilities, including data 
research and analysis, particularly clinic 
research;
• Advanced writing and presentation skills to 
effectively provide medical research reports;
• Knowledge of county, state, federal laws, 
rules, and regulations regarding Medicaid Policy;
• Knowledge of oral health care, especially as it 
relates to evidence-based oral health policy;
• Advanced organizational and project management 
skills; and
• Advanced interpersonal human relation skills to 
interact with decision makers such as health care 
providers and advisory councils.

PREFERRED QUALIFICATIONS:
• Masters/doctoral level of education in a health 
care related field;
• Excellent communication and group facilitation 
skills;
• Mediation and collaboration skills. 

COMPENSATION:
$23.74 - $35.22 hourly, $49,569 - $73,539 annually
