Office of Policy and Representation
The Office of Policy and Representation (OPR)
takes the lead in national health policy,
legislation and regulation. OPR develops the
Association's position on federal legislature
issues and supporting lobbying, political and
grassroots strategies. They provide
clearinghouse services on federal and state
policy, trends and regulation implementation.
You will be supporting the Office of Policy and
Representation with specific guidance from the
Director, Legislative Policy and other senior
members in the OPR department.
Responsibilities include identifying proposed
federal legislation, regulation and industry
initiatives that present significant
implications to BCBSA Plans regarding HIPAA
administrative simplification and health
care information technology. Additionally, you
will assist in the formulation of strategies on
an issues by issue basis, assuring positions
represent consensus of Plans. Interface and
coordinate with the National Program
Technologies Division and legal.
You must have working knowledge of legislative
and regulatory process. Proven people and
organizational management skills and possess
strong verbal and written communication skills.
Ability to analyze business impact of proposed
legislative and regulatory issues required as
well as the ability to clearly communicate
issues to OPR senior members and Plans. Proven
analytic and problem solving skills are key.
MBA or J.D. with focus on health administration
is desirable.
